China REACH
Introduction to REACH in China
From June 1, 2021, The Chinese version of "REACH" : GB/T 39498-2020 Guidelines on the Use and Control of Key Chemical Substances in Consumer Goods will be officially implemented. China REACH is applicable to control the use of key chemical substances in consumer goods.
Scope of Controlled Products
This standard defines consumer goods as products designed and manufactured for, but not limited to, personal use, including components, spare parts, accessories, packaging and instructions for use. Mainly include: toys, children's products, electronic and electrical products, jewelry products, household cleaning agents, paints, coatings, adhesives, textiles, leather products, plastic materials, thermometers, cement and so on. But excluding: food, drugs, cosmetics, tobacco, special equipment, aircraft, ships, military products and other products under special government supervision.
Regulatory Requirements
China REACH applies to the control of the use of key chemical substances in consumer goods, referring to THE EU REACH, RoHS Directive, POPs Regulation, 2009/48/EC Toys Directive, EN71-9 Toy Safety - Part 9: The limits of organic compounds, EN71-12 N-nitrosamines and n-nitroso compounds, ISO14184-1 textile formaldehyde and OEKo-Tex leather, and the limits of key chemicals in China's consumer goods are proposed. In other words, 117 chemical substances, such as heavy metals, benzene, toluene, formaldehyde, plasticizer, bisphenol A, phenol, PAHs, amines and dyes, need to be controlled and controlled in consumer goods. Differences between REACH of China and REACH of EU
Is the restriction requirement of the Chinese version of REACH really a copy of the EU version of REACH? The answer is clearly no. The limitation Requirements are very different from EU REACH, mainly including the following aspects:
• There are no requirements on registration, evaluation, authorization and notification of chemical substances in REACH, but only restrictions on the use of chemical substances.
• The RESTRICTION requirements are for hazardous chemicals related to consumer goods, while REACH is for all chemicals and their products in the EU market.
• Restriction Requirements is a summary and integration of material restriction requirements in existing standards or regulations, while REACH does not overlap with other eu regulations and standards.
• The order of substances in The Restriction Requirements is generally from simple to complex according to the order of heavy metals, alanes, halogenated alanes, alkenes, etc., while substances in EU REACH are naturally generated according to the order of proposal and adoption of restriction requirements.
• The Restrictions are open to new chemicals or consumer goods and can refer to existing restrictions for similar products, whereas REACH has no such special instructions.
