Hong Kong OFCA Certification
Certification Introduction
OFCA certification is short for The Office of the Communications Authority (OFCA), which was established on April 1, 2012. Formerly known as the Office of the Telecommunications Authority.
OFCA certification aims to ensure the safety of products used in Hong Kong and to prevent interference from telecommunications products on public networks. The telecommunications equipment can be used in Hong Kong only after it has been tested and meets the relevant technical specifications and has been issued a certificate by the Telecommunications Authority.
Classification of Certification
According to the Hong Kong Telecom Equipment Qualification and Verification Scheme, the requirements for telecom equipment qualification are classified into voluntary Verification Scheme (VCS) and Compulsory verification Scheme (CCS). Application for verification of telecommunications equipment is voluntary under the VOLUNTARY Verification Scheme. Such equipment may be sold or used in Hong Kong even if it is not proved to conform to the relevant technical specifications. However, manufacturers, suppliers and distributors must ensure that their telecommunications equipment complies with relevant technical specifications even if they do not apply for verification. Public telecommunications network operators may refuse access to their network to consumer indoor equipment that does not meet specified specifications. In addition, any person who uses or sells radiocommunication equipment which does not conform to the relevant HKTA specifications is liable to prosecution under the Telecommunications Ordinance (Cap 106).
Application for verification for telecommunications equipment is mandatory under the Mandatory Verification Scheme. Before use or sale in Hong Kong, the telecommunications equipment must be verified to meet one of the following specifications:
(1) Relevant HKCA specifications;
(2) technical standards stipulated or approved by the Secretary for Communications, if there is no relevant HKCA specification;
(3) Equivalent to the specification of (1) or (2) above.
