On January 21, 2016, the Ministry of Industry and Information Technology of the People's Republic of China announced the Administrative Measures on the Restriction of Harmful Substances in Electrical and Electronic Products, namely China RoHS 2.0, which was implemented on July 1, 2016.
Control
Electrical and electronic products, equipment and ancillary products that operate on current or electromagnetic fields or for the purpose of producing, transmitting and measuring current and electromagnetic fields, with rated operating voltage of DC not exceeding 1500 VOLTS and AC not exceeding 1000 volts.
The "Management Measures" adopts the "two-step" working idea, that is, the "first step" only requires the declaration of harmful substance information for the products within the scope of application of the Management Measures, that is, the electrical and electronic products produced on July 1, 2016 and after shall be declared in accordance with SJ/T 11364. The "second step" will implement the limit requirements of harmful substances for the products entering the "Hazardous Substances Restricted Use standard Management Catalogue of Electrical and Electronic Products", that is, the products entering the "Hazardous Substances Restricted Use Standard Management Catalogue" shall meet the limit requirements stipulated in GB/T 26572 from the implementation date (unless they are exempted from relevant application).
On March 15, 2018, the Ministry of Industry and Information Technology, PRC issued the Standard Management Catalogue for the Restricted Use of Hazardous Substances in Electrical and Electronic Products (the first batch) and the Exception List for the Application of Restricted Substances in the Standard Management Catalogue, which will come into force one year after the announcement (March 15, 2019). The first batch of qualified management catalogue includes the following 12 categories of electrical and electronic products:

• Mobile communication handset • Copier • Single phone
Limit
• Lead and its compounds: 0.1% • Mercury and its compounds: 0.1%
• Cadmium and its compounds: 0.01% • Hexavalent chromium compound: 0.1%
• Polybrominated biphenyl (PBB) : 0.1% • Polybrominated diphenyl ethers (PBDE) : 0.1%
• Other harmful substances stipulated by the state
Label Requirements
All applicable electrical and electronic products sold in China shall be labeled with one of the following two labels according to whether the products contain any harmful substances.
• The green "E" mark means that the product does not contain harmful substances and is a green product that can be recycled and reused.
• The orange "number" symbol indicates that the product contains a specific hazardous substance but can be used safely during the year indicated in the centre of the label, i.e. the environmentally friendly use period (PUP), after which the product should be recycled. Manufacturers and importers should also file declaration forms in accordance with SJ/T 11364-2014 to list harmful substances in products.
